Mapping what is happening in the fields from a satellite image using a crate

Administering area grants, selecting fields that need inspection and on-site inspection is a time-consuming and expensive task. Currently, a minimum of 5% of grant applicants are checked on the basis of a sample. With the help of the information obtained from the satellite data, it is possible not to bother the applicants with on-site inspection, but rather to warn them in advance before the deadline, and after the deadline to direct the on-site inspection only to the necessary places.  


A crate-based solution

By analyzing the satellite data with a machine learning algorithm, it is possible to know whether the fields have been mowed during the vegetation period or not. An indication for this is given by changes in biomass during the vegetation period. The correctness of the results is checked in parallel on a very large number of test fields. Every year, the algorithm is updated and thus the accuracy is improved.


The result

PRIA gets a continuous overview of what is happening in the fields of Estonia.  Disbursements will be reduced for applicants who have not met the requirements for mowing or grazing to receive support. However, PRIA employees and farmers will have the opportunity to see continuously updated information about the fields on the map. Considering that field inspections are slow and resource-intensive, the use of artificial intelligence speeds up the process and saves resources - especially people.



KappaZeta OÜ, a spin-off created in Tartu Observatory in 2015, and CGI Eesti AS helped Kratti realize it. The project is carried out within the PRIA project SATIKAS, which uses Sentinel-1 and Sentinel-2  satellite data collected by the European Space Agency. The Agricultural Registers and Information Agency (PRIA) is a government institution under the jurisdiction of the Ministry of Rural Affairs of the Republic of Estonia, which was established in the summer of 2000. PRIA is an accredited payment agency of the European Union, whose task is to organize the provision of state subsidies and European Union agricultural and rural development subsidies, European Maritime and Fisheries Fund subsidies, and market management subsidies. It is the keeper of national registers related to agriculture (the register of agricultural subsidies and farmland and the register of agricultural animals) and other databases, the processor and analyst of these data.
